The real cost of starting a business in the UAE
There is no honest single figure for this either. A framework for separating what's a government fee from what's a sales pitch.
Search for "the cost of starting a business in the UAE" and you will mostly find a number designed to get you to click through to a sales enquiry. It is almost never the full cost, and it is rarely clear what it actually includes. This guide does the opposite of that. It will not give you one number, because one honest number does not exist. What it gives you instead is a framework for knowing what you are actually looking at, government fee, commercial fee, or market practice, so you can build your own figure for your own situation.
It is general consumer information, not legal advice. It is not financial or immigration advice either.
Why there's no single number
Government fees genuinely differ by emirate and by authority, as How to start a business in the UAE and Business licences in the UAE have already shown. Free-zone pricing is set independently by each zone, often bundled into packages that mix a government-facing fee with the zone's own service charge, and frequently discounted or promoted in ways that make the "standard" price hard to pin down. Add visa, premises and professional-service costs, each of which is its own variable, and a single confident total stops being honest the moment someone states it.
Upfront costs
| Category | What we found | How to treat it |
|---|---|---|
| Trade name reservation and initial approval | Ajman's own government portal lists a combined fee of AED 350 for this step (AED 100 initial approval, AED 50 administrative service, AED 200 trade name reservation) | Ajman-specific. A real, confirmed, government-set figure, but for one emirate's own process. Other emirates run this through their own authority at their own fee, which this research did not confirm |
| Licence issuance | Government fee, varies by authority and licence type | No figure confirmed; check with the relevant emirate's economic department or free-zone authority directly |
| Registration/incorporation documents | Government fee, varies by legal form and authority | Not confirmed in this research |
| Establishment or company immigration card | Government fee, tied to your visa quota and authority | Not confirmed in this research |
| Visas | Government fee per visa, plus the medical fitness test covered in our visas guide | See UAE residence visas and Emirates ID explained for the medical-fitness-authority detail; fees themselves not confirmed here |
| Premises | Market cost, varies enormously by location, size and whether it's a flexi-desk or dedicated office | Genuinely personal to your situation; get your own quote |
| Business bank account | No opening fee mandated at a UAE-wide level, per our banking research; any fee is set by the individual bank | See our business banking guide |
| Professional services (if used) | Market cost, entirely optional and provider-dependent | Only relevant if you choose to use one; not a government requirement |
| Free-zone freelance package (as one illustrative example) | SHAMS's own GoFreelance package is priced at AED 7,500 a year, stated to include the freelancer permit and access to a Tecom business centre | SHAMS-specific, and only for its eligible sectors (media, education, tech/IT, per SHAMS). Not a general business-setup cost, and not representative of free-zone pricing elsewhere |
Recurring costs
| Category | What we found | How to treat it |
|---|---|---|
| Licence renewal | Annual, fee varies by authority | Not confirmed in this research |
| Premises | Ongoing rent or facility fee | Personal, market-dependent |
| Visa renewal | Per visa, periodic | Not confirmed in this research |
| Accounting and tax compliance | Market cost if outsourced; optional if handled in-house | Varies entirely by provider and business complexity |
| Business banking | No universal fee; set by individual bank | See our business banking guide |
| Insurance | Market cost, varies by cover and provider | Outside this release's scope in detail |
| Telecoms and software | Market cost, personal to your setup | Not a government-set figure |
| Employees, where applicable | A substantial cost with its own compliance obligations | Outside this release's scope; a future Savara guide will cover hiring in more depth |
Two real examples, clearly labelled, clearly not universal
Ajman: AED 350 for trade name reservation and initial approval. This is confirmed directly from Ajman's own government service page, dated and sourced above. It tells you two useful things: that real, checkable government fees exist for early setup steps, and that they are set per emirate, not federally. It does not tell you what the equivalent costs in Dubai or Abu Dhabi, since this research could not confirm an equivalent published fee schedule for either.
SHAMS: AED 7,500 a year for the GoFreelance package. This is confirmed directly from SHAMS's own site. It is specific to one free zone's own freelance product, for applicants in its eligible sectors. It is not the cost of freelancing in the UAE, and it is not a general free-zone company-formation fee. Freelancing and self-employment in the UAE covers what this package actually is.
Building your own number
- Identify your emirate and authority first (mainland economic department, or a specific free zone), since fees are set at that level, not federally.
- Treat any "starting from AED X" figure you see online as an advertised starting price, not a quote, until you have confirmed what it includes with the relevant authority or provider.
- Separate the government fee from any service provider's own fee if you choose to use one. The two are not the same thing, and providers do not always make the split obvious.
- Budget visas, premises and banking separately. Each is personal to your situation and none of them has a reliable UAE-wide figure.
- Where this guide says a cost is not confirmed, that is the honest answer. It is not a sign you are missing information everyone else has.
