Renewing or converting a driving licence in the UAE
What it costs to renew an existing UAE driving licence, and what is involved in converting a foreign one instead of taking a UAE driving test.
The short version
Renewing a UAE driving licence you already hold is a well-documented, fairly priced process. Converting a foreign licence into a UAE one instead of taking a driving test is available to residents from a list of recognised countries, but that list itself is reported inconsistently across sources, including this guide's own, so it is not reproduced here as a fixed number.
Renewing an existing UAE driving licence (Dubai/RTA)
Based on a Dubizzle explainer of the RTA Dubai process, renewing a UAE driving licence involves:
- A mandatory eye test at an RTA-approved centre before you can renew, costing AED 140 to 180 electronically, or AED 500 if you use a mobile eye-test truck instead of a fixed centre.
- The renewal fee itself: AED 300 for drivers over 21, AED 100 for drivers under 21, plus a AED 20 knowledge and innovation fee.
- A late fee of AED 10 per month if you renew after your licence expires, capped at AED 500.
- Delivery: a digital licence is free; a physical copy has a delivery fee of AED 20 to 50.
Abu Dhabi charges by renewal period, not a single flat fee
Abu Dhabi's renewal process runs through TAMM (the emirate's government services portal) or the Abu Dhabi Police website, rather than RTA. The structure itself is also different from Dubai's: instead of one fee regardless of how long the renewal covers, a secondary source citing 2021 figures describes a fee that scales with the renewal period, AED 100 for a 1-year renewal and AED 300 for a 3-year renewal, plus the same AED 10-per-month late fee pattern seen in Dubai. A valid eye test is required before an in-person renewal.
Converting a foreign driving licence instead of testing
Residents holding a driving licence from certain recognised countries can exchange it for a UAE licence without taking a UAE driving test. The frustrating part of researching this topic honestly: the list of eligible countries is reported differently across sources, and does not appear to be stable over time. A Gulf News article (dated November 2018) names 23 specific countries (including the UK, US, France, Germany, Japan, Canada, Australia, South Korea and others) and lists a required employer letter, an Arabic translation of the foreign licence, and a photo, with no fee stated. A more recent government media release (reported via the UAE's official media office, dated January 2026 and covering RTA Dubai's 2025 activity) states a larger figure: licences from 57 countries were recognised for exchange that year (five GCC, 38 European, 13 Asian or Latin American, and one African), naming recent additions including Kyrgyzstan, Kosovo, North Macedonia and Croatia. This is a more recent, better-anchored figure than the 2018 count, but it is still not an itemised list this guide has independently confirmed in full, so no specific list is reproduced here.
Eligibility also depends on more than just which country issued the licence. According to a Gulf News report of RTA's own rules, whether the issuing country is on RTA's recognised list determines eligibility at all, but a holder who is not a national of that issuing country may still be required to pass both the knowledge and road tests, losing the no-test exemption even though the licence itself comes from an eligible country. Do not assume the licence's country of issue alone is enough to secure a test-free conversion if you hold it as a non-national of that country.
One secondary source (Dubizzle) puts the total cost of converting or exchanging a foreign licence in Dubai at around AED 1,050, covering a traffic file fee, the licence itself, a handbook, an electronic eye test and the knowledge/innovation fee combined, with more for physical delivery. This has not been independently confirmed against RTA's own fee schedule, so treat it as indicative only, not a number to budget against precisely.

The practical takeaway
If you already hold a UAE licence, renewal is a known, fixed-fee process with a mandatory eye test, budget roughly AED 460 to 500 all-in for a standard over-21 renewal with the electronic eye test, more if you are late or need a mobile eye-test visit. If you are converting a foreign licence instead, treat the "which countries qualify" question as genuinely unsettled from public sources, remember that your own nationality relative to the licence's issuing country can also affect whether you still need to test, and confirm your own country's current status directly with RTA before assuming either way.
